Water Source
For extended, short-term, long-term preparedness or any survival planning, Water is crucial. One could store up 1 gal. Jugs of water for emergency use & keep in a cool dark place or pantry. As long as the containers are clean & sanitary, originally, the slight hint of chlorine from the tap should be enough to maintain potability. Or large container storage, again keeping it cool & dark, maintaining a sanitizing kit, considering the bacteria possibility (this seems to only apply to large containers). An average person needs to drink 1 gal. a day for proper hydration according to Dr. F. Batmanghelidj.
Roughly 80% of the average people in America are dehydrated & don’t even realize it, they think that they’re sick instead. For this reason & survival of a catastrophe I recommend this book.
So I have to estimate this with how many people in a household, times the number of days of readiness (this was the #1 issue in New Orleans). Or I would have to consider emergency water filtration & purification options, as depicted in the emergency survival kit. Keeping in mind that the water around you may be contaminated with pollution, bacteria, sediment, etc. I will look for the cleanest source, river or lake, to filter or sanitize.

Food Supply Home Kit-Do it Myself
I believe that I can get "Top Romen Soup" or buy "Bulk" noodles, at a local store that sells "Bulk" and do this cheaper.
Get Bullion soup powder in "Bulk". And even get a Seal A Meal Kit or "Vacuum Seal Kit" & seal dried peas, beans, carrots, etc.
I would suggest getting multi-vitamins from a "Dollar Store" (High in vitamin B, minerals) and put a bottle of them into each 5 gal. bucket, on top, before sealing it. Nutrition minded!

Garden
In the face of today's economic hardship, recession? I say something a little bit worst, 12% unemployment in many states now. I highly urge you to take up vegetable gardening, there are many groups doing community gardens & co-ops, start with your church for possible contacts.
3rd World Example
Lets take a lesson from a 3rd world country, in the face of a disaster, that’s pretty much what you have.

Since 1998, Potters for Peace
has been assisting in the production worldwide of a low-tech, low-cost, colloidal silver-enhanced ceramic water purifier (CWP). Field experience and clinical test results have shown this filter to effectively eliminate approximately 99.88% of most water born disease agents.
